A presentation to Russia Trade Delegation to UK organized by UKTI by I G Okorji Esq (Director).
Introduction
It is increasingly necessary that those with responsibility for the procurement of goods and services have mechanisms in place to ensure sustainability of the natural environment.
Delta Consult is a Multi-Disciplinary Practice (MDP) with global network of associates. We specialize in Construction Procurement Strategies and Contract Administration, Dispute Management including Arbitration. We offer Design Advisory Services, covering a range of construction issues including Feasibility Studies, Value Engineering and Sustainable Development.
Delta Consult provides in-house training by dedicated experts in the chosen field. We will carryout detailed Training Needs Assessment (TNA) of your organization and assist you to outline relevant training programs. We also deal with claims and resolve all kinds of disputes very efficiently.
In line with the UN Global Compact Policy on sustainable
development and the Green Public Procurement Guidelines in the UK (GPP) which states as follows:
“Green public procurement = procedure where environmental considerations are taken into account within the procurement process.
GPP is smart procurement – it means improving the efficiency of public procurement and at the same time using public market power to bring about major environmental benefits locally and globally”.
Our objective at Delta Consult is to assist your organization to identify and implement procurement strategies that are environmentally sustainable.
From the inception of a procurement process, decision makers are faced with the task of ensuring that the goods or services to be procured complies with
standards that minimize negative impact on the environment and offers value for money.
Existing standards, such as ISO 14001, GOST-R Certification (Russia Federation), Leadership in Energy and Environmental Design (USA), Building Research Establishment Environmental Assessment Method, BSI
(UK), Comprehensive Assessment System for Building Environmental Assessment (Japan) and other methods of certification are useful tools available to the developer to guide their carbon foot print.
However, the above certification standards do not offer any methodology for the implementation of sustainability policy on procurement. A mechanism therefore, has to be devised by the Developer to ensure that the
procurement process addresses unambiguously, the requirements of the applicable standards on sustainability.
Studies have shown that adopting green technology in construction development can be cost-efficient in the long-run ( US Environmental Protections Agency EPA). EPA sited examples of remediation projects with
ecological enhancements resulting in significant cost-savings.
EPA specifically identified that Green development reduces operating costs, creates, expands, and shapes markets for green product and services,
improves occupant productivity, and optimizes life-cycle economic performance.
Defra in the UK posits that “Sustainable policies are cost-effective because they provide true long-term value for money. Short-term financial savings are
not enough to support our future; we must seek long-term value for money”.
